This is a composition guideline in visual arts (photography, design) that divides an image into nine equal parts with two horizontal and two vertical lines, like a tic-tac-toe grid, to help create balanced, visually appealing, and dynamic compositions by placing key subjects or elements along the lines or at their intersections (power points) rather than dead center.
What is the rule of thirds?

That's why it's also known as a "cowboy shot" — we can't think of hip level shots without seeing a gun, holster, and the enemy ahead in the distance.
