Why are 23, 230 and 2300 different numbers but 23, 023 and 0023 not different numbers?
Because the digits 2 and 3 in the first set of numbers represent different place values and the zeroes are place holders...
But, in the second set of numbers, the digits 2 and 3 represent the same place values each time and the zeroes don't change the place values of the 2 and 3.
