There is a high concentration of sugar, and low concentration of water in the phloem therefore water moves from the xylem to the phloem in order to reach equilibrium. The concentration of water pushes the sugar down the phloem. The sugar goes down and into the sink cell (roots)and for the water, it will enter the xylem and go through transpiration as the cycle continues due to the constant addition of sugar to the source cell.
