The origins of this being are unknown to the world. Its appearances within the world often go undocumented, and thus keeping accurate records of it is nearly impossible. However, its secret origin confirms that it was created by entities from a plane above its existence. It has not always existed; though from the moment it was created it was cast out forwards and backwards in time. Similar to a drop of rain in a puddle. It progressively exists earlier and earlier in time, just as it progressively exists later in time.
Conceptually, this being is an extra dimensional entity that exists on a plane above the characters within the world, but below that of the audience reading the stories. This means that it has the ability to not only analyze the events of this world as if they were a story but to edit and change aspects of the story at whim, just as one could pull out a pen and change aspects of a story.
In-universe, this is depicted through it seemingly having the power of a god. Its power scaling is in a constant flux, depending on a number of variables. The largest variable correlated to the strength of its abilities is the amount of tension, or suspense, present in the world. This being feeds off of this tension, and can utilize it to make itself increasingly stronger. However, the more predictable and boring the world gets, the less powerful this being becomes. This leaves it in the position of constantly wanting to change the world to be more dramatic.
On the other hand, if this being were to get involved in every event, even with the goal of causing tension, it would dramatically remove the stakes. Similar to if in every story, issues were magically created, intensified, or ceased by a seemingly random extra dimensional entity. As a result, this being has to be very careful and precise with its changes. Changing something too small may result in no change in tension, while changing something too big may result in a complete dissipation of said tension.
