What is CDPAP?
CDPAP stands for the Consumer Directed Personal Assistance Program. This is a Medicaid program in New York State that lets people who need home care choose, hire, and manage their own caregivers. Why are you making this change and not giving us enough time to do everything? This is difficult for everyone.
We understand that change can be challenging, and we're here to support you every step of the way. PPL and our facilitator partners will work with you to make the transition as easy as possible, and we’ll provide multiple ways to get in touch so that no one feels rushed or unsupported.
I can access my fund daily. It’s a law. Will I be able to do that with PPL?
Yes, we offer an earned wage access option so you can access your pay daily.
Can I talk to someone instead of emailing? Can you just call me to answer my questions over the phone?
Of course! We understand some questions are best handled by phone. You can call our customer service team starting January 6th, and we’ll be happy to assist you and answer any questions. The customer service center will be open Monday – Saturday, 8 a.m. to 8 p.m. Eastern Time.
What training and support does PPL give to consumers and caregivers?
PPL offers training sessions online or in person, and we can even come to your home. We also provide training on how to use electronic visit verification, or EVV, systems as well as ongoing support to reduce mistakes and help people feel confident in managing their care.
What are the requirements to be eligible for CDPAP?

I don’t know PPL. Who are you and why should I trust you as an FI?
PPL is the leading fiscal intermediary for consumer directed services. We have been serving consumers and personal assistants for 25 years and work with 50 programs across 21 states. PPL is solely dedicated to consumer directed services and does not have other lines of business. Many of our employees have worked in consumer directed services for decades and our EVV technology is the highest rated on the Google App and Apple App stores.
I’m part of the union. Will you deduct my union dues and send the money to SEIU?
Yes, we will handle the union dues deductions. We value the vital care personal assistants provide to CDPAP consumers, and we have longstanding partnerships with unions to make sure we’re meeting your needs.
Where do I go to get the registration documents completed?
You can complete registration documents through our online portal, by phone, or in person with an appointment. If you’d like an in-person appointment, please let us know, and we can help you set that up at a location near you.
How can an out-of-state company manage CDPAP services?
PPL will operate the CDPAP contract out of New York. We are opening eight offices across the state and hiring more than 1,200 people in New York. Additionally, PPL will move our national company headquarters to the New York area in the coming months. PPL has been working with New York Programs since 2011, and many of our existing PPL team members live in New York and have experience serving New York programs.
How does someone get services in CDPAP?

Do I have to move to PPL? What are my options if I do not want to?
You and your PA will need to register with PPL before March 30, 2025, but you or your designated representative do have the option of getting registration and ongoing support from either PPL or one of our facilitator partners. To reduce the impact of the change, PPL has partnered with a broad network of CDPAP facilitators. These facilitators are currently CDPAP fiscal intermediaries. If you are already working with a facilitator in our network, you can continue to receive support from them and will work with them to complete your registration with PPL.
How many hours can a PA work in one day? In one month?
During the transition period the PPL team will be providing more details on hour limits, including our overtime policy.
When will registration and training begin, and how do I know what to do?

Our customer service center officially opens on January 6th. Please call us back starting on that date, and we’ll get you set up in our system, provide registration information, and walk you through the forms and requirements. If you do not want to do this over the phone, no problem! Just let us know, and we will have a team member schedule a group or in-person session to help you through the process. And please mark your calendars: Registrations and forms for consumers and personal assistants must be completed by March 29th.
What if my FI stops working with CDPAP before my scheduled transition date?
For managed care members, your managed care plan will help you get support if your current fiscal intermediary stops operating before the transition. For fee-for-service members, your Local Department of Social Services can support you in maintaining CDPAP services and transitioning to PPL or one of our partners at the appropriate time.
What are the requirements to become a caregiver under CDPAP?
To become a CDPAP caregiver, you’ll need to provide certain documents, including: A valid photo ID (such as a driver’s license or passport) Social security card Recent physical exam Lab reports for rubella and measles A recent TB test (or chest X-ray if the TB test is positive) These documents help us ensure that caregivers meet basic health and safety requirements.
Can’t you just get all my enrollment documents from my current FI so that I don’t have to redo everything?
We’ll collect as much information as possible during the transition. However, some documents will need to be updated, and if your current FI is not able to provide your documents to us, we will ask you for the information so that your registration is seamless. And if you’re currently working with one of our CDPAP facilitators, you can continue working with them as normal and they will help you with the paperwork.
During this transition, will I be considered a new hire and require the two step PPD, and if so, will PPL pay for that?
The PPD is required of personal assistants. PPL will pay costs for this test. We will provide you with more information regarding when you will need to complete this when you transition to PPL.
Can you tell me what region I am in and when my county is scheduled to transition?
I am happy to provide you with that information! Here is the list of regions, the counties they include, and the dates when communications will start going directly to consumers in these regions. However, you don’t have to wait to hear from us. Starting January 6th, you can call us to initiate the process. What are the New York CDPAP rules and regulations?
Here are some of the basic rules for CDPAP: You need to be enrolled in Medicaid to qualify for CDPAP. You must need home care and be able to direct your care (or have a representative). You can hire almost anyone eligible to work legally, including most family members (but not spouses or parents of children under 21). Caregivers don’t need a license or certification. Caregivers can be trained by the person they’re caring for. Caregivers can do certain skilled tasks that aren’t usually allowed in traditional home care, like wound care and giving injections. Do you have any other ways to sign in and out? i.e. a call in system or the ability to use paper time sheets?
Yes, a call in option will be available for people who do not have internet available.
What forms (i.e. Difficulty of Care form) will be available with PPL?
The Difficulty of Care Form, along with other forms such as Consumer and Personal Assistant Agreement, Direct Deposit Form, Tax Exemption forms and more will be available with PPL.
