What is the compromise in 1850 arranged by Henry Clay. California wanted to be admitted as a free state. In order to do this, Clay gave the south the Fugitive Slave Law. This stated that escaped slaves living in the North could be recaptured and returned to the south. Compromise also declared that territories would decide slave/free themselves.
