Flat- would be the standard rate and would remain constant despite calls or usage. The MRC would be the only factor in the cost.
Measured-this would have a cost for usage (time on the phone) associated along with the COS MRC.
Messaged- this would have a cost per message or call that would be added in addition to the MRC of the COS USOC.
Measured and message rate COS are usually used with accounts that do not make many calls as the MRC is typically lower than the flat rate.
