Why does water have a partial negative and partial positive charge?
Because the covalent bonds in water have uneven sharing of electrons. The oxygen's nucleus is more attracted to the shared electrons than to the hydrogen atoms' nuclei. So the electrons are closer to the oxygen nucleus than the hydrogen nuclei. Because electrons are negatively charged they give the oxygen a partial negative charge and the hydrogen atoms a partial positive charge
