Yes, the student would need to include both the official high school transcript and official college transcript since she has completed less than 30 units at the time of application. (16 are completed, 15 are in-progress).

Kindly inform the third party that due to FERPA (Family Education Rights and Protection Act)/institutional policy, we cannot share specific details about an applicant. However, we would be happy to answer any general questions about the transfer application process.
We can also ask the third party to encourage the applicant to reach out to us directly, the third party can be CC'd in the email from the applicant.
