Don't announce it , just politely excuse yourself, fold your napkin neatly and put it to the left of your plate.  Put your fork and knife in a criss/cross fashion on your plate to indicate to the server that you are not finished or if finished put your fork and knife parallel in 10/4 position.  (Parallel on your plate means you enjoyed your meal)

If you are not able to simply swallow the food item and you must- remove it the same way it went, on your fork/spoon; then discreetly discard it at the edge of your plate.

A cell phone should never be on the table.  Your cell phone should NOT be out at a business dinner or in a formal dining situation.  It is impolite to your host.  Phone should be on silent and put away.  If you must take a call or address a situation you should excuse yourself from the table.
