1) The colonists were ordered to provide to British soldiers housing, candles, fireplace wood, bedding, cooking utensils, vinegar, beer and cider. 2) It was like a tax because it cost a lot of money to furnish these things. 3) The 3rd Amendment in our Bill of Rights prohibits this in times of peace.

This act lowered the taxes on tea to empty out the warehouses full of un-purchased tea. This act also gave the British East India Company complete control (or a "monopoly") on all tea sales in the colonies, thus cutting off another business opportunity for the colonists.
