Guilty means you have done something ´bad´or ´naughty´and you regret it. It´s a feeling in the pit of your stomach and makes you angry and sad with yourself. For example; cheated on a test, hurt a friend´s feelings, broken something you have borrowed, lost something expensive, etc., 

Embarrassed is you have done something silly, you might also regret it and wish it hadn´t happened, but it´s not so serious. For example, falling over, making a mistake in front of someone you like, forgetting to zip up your pants.
