The Consuls had the power to appoint new Senators but were elected by the Assembly. Senators passed laws, but those laws could be vetoed by the Assembly. The Assembly had final veto power over laws but needed the Senate to actually propose laws. No branch could do everything by itself!

They cemented the laws in place and gave access to everyone so that patricians could no longer change the laws however they wanted to help them!
