After Juliet wakes up and see Romeo dead next to her and she grabs his sword and kills herself too. Romeo didnt really face any development. He still was kinda a bad person who had ill intentions and killed people just like he did in the start of the book. Plus he was still romantic at the end of the book, willing to die for Juliet, just like Rosaline at the start of the book.
