The house will be divided and delegations are individually called on to state their vote which is voting by roll-call.

Add: adding new paragraphs or sub-paragraphs
Insert: inserting a new continuous phrase into an existing paragraph or subparagraph.
After a delegate is recognized and speaks there are 2 scenarios, what are they?
1. Delegate speaks on resolution
2. Delegate makes an ammendment

Scenario 1: Don't resume debate on the original amendment if the amendment to the second degree affects the original amendment in its entirety.
Scenario 2: Resume debate on the orginal amendment after an amendment to the second degree passes that refers to one element of the original amendment only
