Because it was never actually really a war. It was a time of great political tension between America and the Soviet Union, involving many things like spies, the Moon landing, and the use of nuclear weapons. It lasted so long that it was considered a war, but there was never any true fighting; so it was named the "Cold" War.

Russia had an agreement not to fight with Germany for most of the war. Germany broke the agreement and Russia defected to the side of America, England, etc. It was later Russia that managed to capture Berlin and end the war.
