How would you categorize this situation:

During lunch, a 7th-grade student, Alex, becomes upset after another student, Jordan, accidentally spills milk on his backpack. In frustration, Alex yells, “I’m going to get you for that!” and storms out of the cafeteria. A teacher nearby hears the remark and reports it to administration as a possible threat.

The team interviews Alex, who quickly admits he was angry and “didn’t mean it literally.” He explains that he was embarrassed in front of his friends and just “blurted it out.” When asked if he has any intent or plan to harm Jordan, Alex says no and apologizes for the outburst.
