Post-Civil War: In order to provide more resources to predominantly white schools, Southern states allocated money to public schools based on the value of a district’s property taxes. Because recently freed slaves rarely owned valuable property, this system was highly unequal. It was also the first system instituted to fund public education beyond the local level.
