Only do this if you're certain you don't know where your boots are; always make sure you put your cadet issued boots in a place you'll remember, and only wear alternatives as a last resort. (if possible, put your uniform together a few days in advance so you have time to look for any missing items)

No; chlorofm isn't very efficient. Instead, a toothbrush and soapy water are recommended.
