The PHA is done annually unless a service member is within what two circumstances?
1. Newly accessioned AC service members, both officers and enlisted, who have not completed initial active duty training and follow-on technical skills training will not require PHA.
2. Service member's who have completed in-processing within the previous year. UNLESS THEY ARE IN RECEIPT OF OPERATIONAL ORDERS.
What are the deployment limiting conditions?
