An NVOCC can issue their own HBOL and actually resell or "mark up" the cost of ocean freight (the cargo rides on their paper) whereas a Forwarder must utilize the carriers BOL and cannot markup the ocean freight for resale and can only obtain a commission from the carrier for the booking.

This means that the ships owner has now requested that all parties who have cargo booked on the vessel that has had a mishap actually become fiscally responsible for assisting the ships owner in covering the expense to correct the situation. This could occur when a vessel runs aground/catches fire/captured by pirates etc. and it must pay a salvage team to come and help free the vessel from it's resting spot and any expenses occured become the liability of the persons/companies (shippers) who have cargo on the vessel.
