With hamburgers, bacteria spreads inside and out, so it must be cooked until the juices run clear to ensure that it is fully cooked. With a piece of steak, bacteria only live on the outside and it doesn’t travel to the inside. During the cooking process of the steak the bacteria on the outside of the steak will be killed off.
