1. Vacancies that occur for state offices for lack of candidates for that office may be filled by appointment of the Advisory Board.
3. Vacancies in any office except the President may be filled by the Advisory Board or may remain
unfilled.
4. In the event a quorum cannot be obtained, or a meeting of the Advisory Board cannot be held, the
