Reactionary interventions are more immediate responses to support populations but often are not sustainable and are just a "bandaid" for the issue.
Preventative interventions take much longer to implement, but can significantly reduce the spread or severity of health issues so that people are not affected by it in the first place.
Without reactionary methods, sick people might not survive long enough to access better care, and without preventative methods, people would continue to get sick in the future.
