He thought the west should be filled with English speaking Anglicans. 

He didn't plan the expedition. Ship could only carry 900 people, but he had 2684 people. No rail transport had been organized (after arriving in St.John). Immigrants lost most of their luggage. Had to travel with few supplies by ox cart, but many didn't know how to drive oxen.
