He wrote a report on the Reconstruction in the South. He showed how poorly the Freedmen were being treated.

Not being able to pay money that is owed.
What are scalawags?
Southerners who wanted to stay in the union and worked with Northerners. They often joined Freedmen and Carpetbaggers in politics and voted for the Republican party.
