The policy of appeasement was spearheaded by the British PM Neville Chamberlain. It allowed Germany and Italy small violations of the ToV in order to keep the peace. Caused was by allowing Germany the time and resources to become powerful enough to wage war.

Where you the gov't takes little to no control of economics and leaves it up to the relationship between the buyer and seller. The idea is that this will work itself out as long as their is healthy competition (no monopolies)

France was unstable because of the French Revolution. Napoleon took advantage of this and was already popular among the people for his military prowess. He sent out a plebiscite in which the people chose him as leader as a better alternative to the failing revolutionary government.
