Every special education eligible student by age 16 must have, as part of their IEP, a plan to help them move from school to further education, training, employment and independent living.

Under Vermont law, school districts must provide a comprehensive range of services and supports for students who struggle in school. These services range from short-term help to catch a student up with classmates to having a detailed plan of support services that are very specific to the needs of a student with a disability. There are two primary goals of this law. The first is to provide support to students as early as possible. The second goal is to avoid or reduce the need for more costly and intensive supports for students as they progress in school.

What is the IEP process?

What is Work-Based Learning (WBL)
This law applies to students with any type of disability. This law protects students in elementary and high school or who are going to college or attending other education programs after high school.
What is Section 504 of the Rehabilitation Act:
Section 504 bans discrimination against students based on disability. It also includes some of the same protections available under the IDEA. Under this law, students with a range of disabilities may get help they need to ensure that they have the same access to an education as students without disabilities.

What is Least Restrictive Environment (LRE)
No otherwise qualified handicapped individual in the United States shall solely, by reason of his handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
What is Section 504? An educational plan that is written for a student who needs modifications or accommodations within the general education classroom environment.
A condition exhibiting one or more of the following characteristics of an extended period of time, to a marked degree & adversely affects a child's education performance: 1)Inability to learn that cannot be explained by intellectual, sensory or health factors 2) Inability to build or maintain satisfactory relationships with peers & adults 3) Inappropriate types of behavior or feelings under normal circumstances 4) A general pervasive mood of unhappiness or depression 5) A tendency to develop physical symptoms or fears associated with personal or school problems.
What is Emotional Disturbance?
To ensure that the educational rights of a child or student are protected, they shall be assigned this.

Evaluate students who may have a disability;
Provide supports and services the student needs to give them the same opportunity to learn as their classmates without disabilities; and
Follow procedures that protect the rights of students and parents.
