Locked up. Never leave booklets "laying" around. Keep them secure at all times. Locked them up. (or in your hands). Do not leave the room to take a break with booklets on the desks.

How long do most students have to take a test?

4 hours. This includes restroom and drink breaks. It does not include lunch or breaks for medical reasons. Only students that have extra time as an accommodation will allowed to go past 4 hours.

If a student has an accommodation of oral testing, can they tell you not to read certain portions?

No. If the accommodation for a certain test is oral, it must all be read.
