When would we create a suspension in manual sanctions?

When a line exam, re-call or re-exam fails knowledge or drive test. We will then personally serve them suspension paperwork giving them 30 days (3 attempts) to pass testing. Make sure to print a copy of suspension notice for us and one for customer. Important to go over it with customer and explain process.

When customer requires a vision or medical report at renewal, this should give them a T and J restriction?

*NEED to make sure we have signatures and phone number on reports when customer is physically turning these into us. Its a good practice to have them sign and put phone number on form when we first print it for them and then to DOUBLE check it is there when they turn it in to us.

Today is 08/07/25. Vision Re-call Customer has a DL that expires on 12/10/2026. On Vision Report dated 07/15/2025, Doctor is requiring a re-call in 2 years. When do we schedule the recall for?

12/01/2026. At Renewal. Even when Dr recommends 2 year re-call, we cannot go past customer's renewal date. (1st day of month due).

*If not up for renewal, we would schedule for 2 years from the date of issuance>1st of month (not date on medical report), unless close to birthday month.

When looking at the date of the examination on vision or medical reports, how far back is ok to accept?

Vison Reports must be dated within 30 days.

Why do we add medical or vision report to ARTS last or right before issuance when we are closing out a line exam/re-call? 

We don't want that to satisfy the suspension until we are sure all requirements are met.


Ex. Customer has 20/60 Vision for first time and was required vision report AND drive test. (still may need to complete drive)

We do not need to keep their plastic DL and we do not need to issue a TDP.

You enter a Vision/medical report into ARTS that requires a recall. After saving, you realize you put the wrong recall date in. Is it okay to go back into that report in ARTs, update it and save it again?

No. This will create a DUPLICATE recall every time you hit "save". We need to double/triple check for accuracy before we save the first time. If you didn't and have no choice but to go in and correct an error, please email supervisor to have them go in and delete duplicate recall. 

*Remember to slow down and take your time!!

If someone is a vision recall, what is the maximum time frame we can renew their license for?

2 years. Same with customers with customers who have had seizure.

You have a customer who reports to you that they had a recent seizure, what do you do?

a. Suspend their license immediately until they are 6 months episode free and can provide a satisfactory medical report

b. Delay issuance. Create Line Exam and ask them to bring in a medical report from their doctor?

c. Issue them, we can't take the customer's word they had a seizure, and you don't observe any physical issues that day.

Customer had a previous Line Exam that they did not appear for and went under suspension for Failure to Appear. Later they come in with their required reports and are wanting to comply with their line exam requirements to get a license. You should:

a) Open up previous line exam and add new notes to this to ensure they are connected and avoid confusion on where the line exam was coming from

OR

b)Create a new line exam and include notes that they are returning to complete previous line exam requirements.

False. ANYTIME one of these customer contacts us relating to their line, recall or re-exam, we need to make notes about what was discussed in the case notes, remove the cancelled test from the schedule and email consultant to reschedule.

If you receive a vision report that states they are a re-call with a hearing officer, or it states this on the back of their license, what do you do?

*DO NOT PUT IN ARTS!!!!!!!!!!!!!!!!!!!!!!!!!! This will suspend them and we don't want to do this.


*Just date stamp and put on my desk or adore/scan into ERMS and then send me an email so I know they turned it in. Let customer know you will get it submitted for review and they can expect to be getting a letter from me soon regarding next steps.

If customer has an active SUS45, when would we require them to test?

*If SUS45 is for Failure to appear, they don't need to test until it was required for their line exam or re-call. 

*If its been a year since they had a valid license

*If SUS45 was for unsatisfactory medical/vision report, they need to do full testing if the suspension has already started.

Customer states on medical report that they are a chronic alcoholic, but the Dr. didn't address it when filling out his section. Would this alone make this a satisfactory or unsatisfactory medical report? What would we do?

*Satisfactory. Issue as normal.

*If Doctor addresses it in their section, we would need sobriety date to be at least 30 days or call Dr (additional medical information form) and ask doctor how long they have been sober to ensure at least 30 days or it would be an unsatisfactory medical report.

*Whether on a medical report or in person, we cannot suspend on information a customer gives us alone. We need Dr to confirm or address before any suspension.

A customer comes in to renew their license and when you do the vision screen, you get both eyes at 20/70. Last time, they had 20/40 in both eyes. You should start a manual sanction in ARTs to start a suspension for that customer until they bring in a satisfactory vision report and pass a drive test with us. 

False. You should enter their vision reading in the qualifications tab of ARTs, if they require a suspension/vision report, ARTS will start this for you. You would then create a line exam requiring a DOSCI, vision report and drive test. Personal serve suspension notice that ARTS generates and send customer with vision report including the reading you got in office. (have them sign and add phone number before they leave) >>do not create suspension from manual sanctions, created from vison entered into ARTS.

Explain the process when a line exam or re-exam is denied issuance due to failed testing and wishes to appeal the suspension of their license. 

*Can test with examiner/consultant 3 times. 

*If they fail 3x, they will be denied issuance. When this happens, they can either choose to give up driving privileges and get a free ID or appeal the suspension and request a hearing. To appeal, they need to fill out/write an appeal request. They will then need to mail/fax this in OR we would take it and adore/scan/route it to the hearing request queue. Then Driver Fitness team will review and if eligible to appeal, they will notify supervisor/hearing officer to schedule hearing. Supervisor will then schedule hearing with customer. EVERY appeal needs to go through this way. Please do not have the customer call me or ask me to call them. They need to write the appeal, send it in for review and then we will contact them with a hearing date

*Anything 20/50 or worse for the FIRST TIME.

*Vision decreased from last re-call. Ex. 20/50 last time and is now 20/60

*Doctor puts a speed or driving radius restriction on license for the first time.
