Even though there are political context in the other components of this measurement job, there is no indication that the guy in the image is a politician.
It is correct that we are going to follow the flowchart and answer DOU in the first question. However, the last step there is to find a functionality of the image/name and since there is no functionality present, we will lean on DNT.
For the functionality of candidacy/election, mere mention of election without connecting if the name/image is running in that election, will not be considered as a functionality. Same on this job that election was mentioned here but no indication if the image is running in that election.
