Because Rav Yehuda discusses what happens if you have to Daven Musaf and Mincha which is first, if you say until and until is not included then Mincha cant be the same time as Musaf be Musaf is until the 7th hour, not including the 7th hour (only until th 6th hour) is you say until and until isnt included and mincha isn't until half hour after 6th hour
