At the Tower of Babel, men committed the sin of pride which resulted in the development of many languages. This became a barrier for proper communication among people. At Pentecost, however, God broke down these communication barriers by allowing the crowd to hear the same Gospel message regardless of what language they spoke.

It is similar to how a baby is not publicly revealed to the world until after it is born, even though it started when it was conceived in its mother's womb 9 months before.
