What is the Three-Fifths Compromise? 

States questioned if slaves would be counted as part of the population for representation in Congress. As slavery was more prevalent in the South, they wanted slaves to count toward the population. To reach a compromise, Congress agreed that 3/5 of the total number of slaves in each state would count towards the population.
