Congress didn't have power to collect taxes therefore they had no money, Congress couldn't force states to follow their laws, so the states ignored them. Congress couldn't print money, so the states printed their own. There was no executive so there was no one to enforce Congressional laws. There was no judicial branch so each state had its own legal codes.
