The concept is love. When Jonas asks his parents about it, they get upset and say that the word is obsolete and does not mean anything.

Sameness is the concept the community has employed that requires everyone to do, see, wear, etc. the same thing. They do not feel it is right, but they acknowledge that it may be safer for the community than allowing members to make their own decisions.
What does The Giver mean when he says "without the memories, its all meaningless?"
The Giver means that the people of the community do not really know the full extent of life without emotions, history, etc. and therefore their lives are meaningless.
What is Jonas beginning to realize about the nature of his community by chapter 15?
That the Committee of Elders is actually quite controlling of the citizens and does not allow them to truly live their lives.
What happens to a child if they accidentally die in this community?
They have a day of mourning and then the child's name is retired until it is given to another child born at a later time.
