They still wants to protect their community and make changes to their place because it's only the people who can ensure a peaceful community. But others are thinking of leaving because it is not safe to live in for their family and especially the younger one who grow older with crimes that they might do later in their life.

Yes, because it might be the only choice to solve a problem/situation and can make a big change especially on crimes. But people may be scared to speak up because they think about the dangerous things that could happen to their life if they ever tell the truth about a case or anything.
