An Avox is a person who was accused and found guilty of committing a crime, typically of a treasonous nature. They have been punished by having their tongues removed and by being forced to work as domestic slaves.

They are dressed in matching black unitards that cover their bodies from the neck down. They wear capes that are red, orange, and yellow, and also matching headdresses. The capes and headdresses can "ignite," giving the appearance of being on fire. Consequently, they literally outshine the tributes from the other districts and captivate the audience.
