PonyBoy is saying the shirt was too large for him. He's exaggerating that it's SIXTY MILLION SIZES TOO BIG.  

Come on, PonyBoy...that's impossible.  If it was true, it might be in the Guiness Book of World Records or somethin'. Pony Boy sometimes uses hyperbole...
