Possible Answers: -Security Council member nations can veto resolutions, making UN unable to act in many situations (e.g Hungry and Afghanistan) -Uniting For Peace Resolution actually allows General Assembly to override a Security Council veto (although rarely used) -Yes, can summon a meeting of the Security Council at any time for quick action -The Secretary General is beholden to Security Council members due to this design, especially the US (since they provide a big chunk of the UN budget)
