Ask them nicely if they are playing fair, ask them to play fair if they are cheating. If they are not cheating, you should apologize for assuming.

Zoey and Lily are sisters that like to spend time together. One day they were playing dolls together when they found one of their dolls broken. Lily and Zoey both blamed each other. What do you think happened? How can they solve the mystery of the broken doll?
First get a mediator (or third party) to help with the situation so it doesn't escalate. Then, investigate the doll to see if there are any clues on how it's broken. Solutions- possible try to get the doll fixed, both apologize and not blame each other.
