The Lemonhead pirates include Margareet, Clements, and Limey, and are lead by the illustrious Captain Lemieux, eater of this devil fruit.

Foggrin Sanitarium is guarded rather lightly by the marines. Aside from it's warlord leader and the 666 year long time frame for the log pose to adjust, the main factor is this patch of ocean.
