Suburban communities are more populated. Houses are close together. People might have gardens and yards, but there aren't farms. Rural areas have homes spread apart on large plots of land and often farms.
Suburban communities might have traffic lights, and have traffic but speed limits are slower than in rural areas.

There are lots of reasons, such as a quieter life than in the city, but still close to services. Might be less expensive. Might feel safer. More parks. Closer to rural areas & nature.
