Even though it is a wax melter, they cannot use a lit candle. They can use an electric wax melter to melt a candle however, as long as it requires no active flame.

A fire alarm goes off -you suspect a student may have pulled it. What do you do?
If you do not know why the fire alarm is going off (even if you suspect someone pulled it as a prank) - act according to policy. Get everyone (including yourself) out of the building as quickly as possible!
Call 911, then pro staff, then facilities. (Or all 3 at once if there are 3 RAs present).
It is not up to you to determine if a student pulled a prank and pulled it (unless you explicitly saw it happen).
