Why is it important to try to cancel low-enrollment courses 31 days out? 

To give students the chance to choose a new course, and to cancel before instructors have access (and start to set up their course). This is especially important for adjunct courses because we also have to pay a fee if we cancel beyond 30 days.

What is a "stop enrollment" indicator and why is it used in scheduling? 

A "stop enrollment" indicator is used to prevent further enrollments in a class (in lieu of canceling). It is sometimes used to initially cancel a class (until students have been contacted), or when a region needs to "uncombine" an existing connected class.

Why do we track headcount over enrollments? 

Our headcount more accurately reflects our student population as a whole and not how many classes each student takes per term. Headcount data also better aligns with metrics that stateside (and other universities) utilize.
