Enumerated Powers
A senate tradition of unlimited debate that allowed for them to prolong. this can kill upcoming policy or bring awareness to the policy being debated (which could ultimately lead to changes in the policy)
Filibuster
money formally approved by the President and voted on by Congress during the appropriation process each year. Generally includes defense expense
Discretionary Spending
the president's decision to not sign a bill. by doing this, after 10 days have passed, the bill dies

Bureaucracy
political powers granted to the US gov’t that aren’t specifically stated in the USC
Implied Powers
a procedure for ending debate or taking a vote. this could end a filibuster where people were either trying to delay legislation or advocate for it.
Cloture
This simply brings money to a representative district free to spend on any appropriate funds. It uses taxpayer money to fund itself and fund a specific group.

an agreement between 2 countries.
