Liberals favor social insurance since they tend to believe the government's role is to support the general wellbeing of its people, and conservatives favor social insurance due their 'bootstrap' policy, like how you have to work towards your own social security. Conservatives negatively view public assistance programs. however, due to them feeling like 'handouts'.
