Because the rubber or soft plastic will deform, or change shape, more easily, carrying more energy away from the phone if it's involved in a collision.

You draw on a piece of paper with a colored pencil. Describe that collision and why the colored pencil needs to be sharpened occasionally. 

The colored pencil gets dragged across the paper, creating friction and transferring some of the colored tip of the pencil to the paper. If enough of the tip gets removed from the pencil, some of the wood around the tip needs to be shaved off in a sharpener so more color becomes available.
