  • No leader controlled the government.
    Problem: Somebody needed to be in charge!
  • Congress could not establish a national army without the permission of the states.
    Problem: Many states thought an army would boss them around. But what if there was an attack on the country?
  • Congress could not collect taxes.
    Problem: It takes money to run a government.
  • Congress could make laws but could not force states to obey them.
    Problem: Laws aren’t worth anything if they’re not enforced!
  • Each state had one vote.
    Problem: This was not fair to the people because some states had many more people than other states.
  • Congress could not make laws about trade.
    Problem: A country needs consistent trade laws to make sure trade is fair.
