Expressed powers are in the Constitution.  Implied powers are not, but Congress can create them because of the elastic clause. 

Examples of expressed: establish post offices, declare war, make treaties, collect taxes, etc. 

Examples of implied: regulate the Internet, make laws for highways and roads, regulate air travel, etc.
